This is pretty much exactly what it says(read below) When this pops up I press Ctrl + Alt and the Delete button and click end task to make it go away (thats the only way to stop it…) help?

Stomp auto-starting programs. Click Start > Run and type “msconfig” at the prompt. Click the Startup tab and uncheck the box for that program (and any other junk that may be loading but be careful not to disable your anti-virus and important system components.).
Also, make sure your startup folder in the start menu is empty.

I have seen this type of mess before on computers at my last job.You may have to remove their toolbar and then that box will go away. Or do a system restore at a date before the file was downloaded. This file may be encrypted and cannot be removed manually . In that case you will have to contact the owners and have them remove it. They may want money. You do not have to pay it if you did not download the program and If you are on a company pc.
