What are some fast low noise/heat video card?

I currently had a 2 years old video card. (Geforce MSI 8800 OC 640MB Video Card) consider a upgrade. But wanna a low heat and noise card that is faster then one i had. What are you suggestion?

Is the MSI-X600 fast enough to internet surf and play music at the same time?

Im going to college soon and im thinking of ordering this notebook. I dont want a really slow computer but what i really want is long battery life and the ability to run a couple programs at a time with no lag.
Has anybody ever used it before and what do you think of it.

My Ram isn’t running as fast as it should be?

I have OCZ Platinum 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500) Dual Channel Kit Desktop Memory installed in my computer. But when I run CPU-Z, it tells me that my RAM is only running at 400mhz. Shouldn’t my RAM be running close to 1.0GHz since it is DDR2 1066? I am running Vista 64-bit also. Here is my setup:
