What app do I need in order to download Steam?

Windows installer.
Unzip the files first with http://www.izarc.org/ or http://www.bitzipper.com/

To open MSI files, you need Windows Installer to be installed.
This is really odd, because normally Windows Installer is an integrated part of windows that cannot be removed, so something has gone badly wrong with your computer if it is missing.

From there you can download Windows Installer 3.1, once that is done you should have no problem installing Steam.
